Dear Senator Harris and Senator Feinstein, In California, too many of our families are struggling to find high-quality, affordable child care. High-quality, child care is fundamental to the success of our children, families, and the economy. While last year’s funding increase in the Child Care and Development Block Grant (CCDBG) was a long-overdue step to invest in child care, major gaps in access to high-quality child care remain in California. Only 1 in 9 children eligible for subsidized child care in California were enrolled in a program that provided full-day, year-round care in 2017. We are asking you to increase funding for CCDBG and Head Start in the FY 2020 appropriations bill. Specifically, we are asking that you provide increases for these programs that meet or exceed the House bill levels -- at least an additional $2.4 billion for CCDBG and at least an additional $1.5 billion for Head Start. Access to high-quality, affordable child care is a basic necessity and federal funding should reflect a commitment to children and families by investing in this critical priority.
