Renewal Limits Eliminated for Associate Teachers: AB 1930 Is Signed

On Monday, Governor Gavin Newsom signed Assembly Bill 1930 by Assemblymember Eloise Gómez Reyes that will end the one-time-only limitation on Associate Teacher Permit renewals. We are so grateful to Assemblymember Reyes for championing this important issue and to the Legislature, the Administration, and the Governor for their strong support.

Co-sponsored by Kidango, Every Child California, Head Start California, California County Superintendents, the Child Care Resource Center, and the Santa Clara County Office of Educations, AB 1930 provides a simple but significant change: It allows early childhood education teachers who hold an Associate Teacher Permit to renew this permit every five years without limitation on the number of renewals. Under the previous policy, Associate Teachers were only able to renew this permit once, therefore holding it for a maximum of ten years. After that time, they would need to move on to the next permit level–the qualifications for which are challenging to acquire while working full-time and pose financial and linguistic barriers–or be demoted to an assistant and take a cut in pay and responsibility. In the face of such obstacles, many associate teachers were leaving the field altogether.

Now, with AB 1930, Kidango and other Early Childhood Education providers can retain experienced, qualified, and diverse Associate Teachers who play a critical role in the classroom and whose valuable years of on-the-job experience contribute to high-quality learning environments and positive child interactions. Retaining these Associate Teachers is also essential for providers as they face a challenging and ongoing staffing crisis.
