SB 50 – California’s Early Learning and Care System

Kidango is proud to co-sponsor SB 50 (Limón) to strengthen and promote a mixed-delivery early learning and care system in California to better meet the needs of working parents and their young children.

SB 50 aims to make California’s early learning and care system more efficient by removing burdensome barriers for child care providers across the mixed-delivery system, ultimately allowing more children to be served in high-quality centers and family child care homes, giving our youngest learners a strong start. This legislation will:

  • Open up the California State Preschool Program to serve children age 18 months to 5. This will allow more low-income toddlers to access high-quality early learning and care.
  • Make it easier for families to enroll in subsidized child care and preschool.
  • Provide families with 24 months of eligibility for child care without needing to recertify.

This legislation is part of a 2021 early childhood education (ECE) Legislative package, which aligns with recommendations in the Governor’s Master Plan for Early Learning and Care and the Governor’s January Budget Proposal.
